Detective Chief Superintendent Richard Martin was the Operational Command Unit (OCU) Commander for SCD 6 the Economic and Specialist Crime Command and SCD 9 the Human Exploitation and Organized Crime Command within London when he co-founded The Mosaic federation with Tony Schiena. Since then Richard Martin was promoted to Commander of Intelligence and is currently Deputy Assistant Commissioner of the Metropolitan Police.
SCD 6 is a pan-London specialist OCU that deals with crimes ranging from high profile sensitive enquiries such as MPs expenses and cash for honors enquiries to arts and antique crimes, and Fraud, money laundering and proactive investigations against organized criminal networks. Most units have a pan-London responsibility but also operate nationally and at times internationally. In addition, the OCU houses a number of units, which have a specific national remit such as the Extradition Unit and the Police Central e-crime Unit.  As well as dealing with proactive investigations the command has strands dedicated to preventing economic crime in the capital and working with industry and agency partners to give fraud prevention advice to businesses and the general public.
SCD 9 is a specialist MPS OCU providing guidance and operational support to the MPS around a number of key areas of criminality. The key areas of responsibility for the OCU are: tackling organized immigration crime; human trafficking for sexual exploitation, domestic servitude and forced labour; the policing of the night time economy of nightclubs, licensed premises and casinos; on-street and off-street prostitution and obscene publications including the investigation of the electronic sharing of indecent images of children.
Richard began his career in the British Army in 1983 before embarking on a policing career in the West Midlands Police in 1994 where he served in both uniform and Detective roles within a number of busy inner city areas.
In June 2002 Richard was seconded to the National Criminal Intelligence Service (NCIS) as a Detective Chief Inspector responsible for conducting covert operations aimed at tackling serious and organized crime.  During this period he transferred to London to create and lead a new operational team to support London and South East Police Forces in tackling criminal networks working with the US Drug Enforcement Agency and other key enforcement partners.
Richard transferred to the Metropolitan Police in December 2004 on promotion to Superintendent, initially carrying out the Head of Uniform Operations role before becoming, as Detective Superintendent, Head of the Crime Command responsible for all criminal investigations within the busy London borough of Lewisham. In 2006 he took on the role of Borough Commander leading a team of 850 police officers and police staff.
Following this role and prior to becoming the OCU Commander for SCD 6 and 9, Richard led a joint operation together with the United Kingdom Borders Agency, tackling the most harmful gang members in London using both police and immigration powers to reduce harm within London communities. This operation led to the arrests and detention of 80 of the most harmful offenders in London.
Richard is the Metropolitan Police Service’s senior lead for human trafficking. He has operated strategically with law enforcement agencies across the works and led multi national investigations into this arena.
